This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6 and FAR SubPart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number FA500025Q0027 Rooftop Snow Removal BPA shall be used to reference any written quotes provided under this RFQ. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 January 2025; Defense Federal Acquisition Regulation Supplement effective 17 January 2025, and Department of the Air Force Federal Acquisition Regulation Supplement 2024-1016, effective 16 October 2024. This is a 100% Small Business set-aside under the North America Industrial Classification System (NAICS) code 561730 – Landscaping Services with a small business size standard of $9.5M and PSC S218, Housekeeping – Snow Removal/Salt. This requirement is for the establishment of a multiple-award, Blanket Purchase Agreement (BPA) to provide rooftop snow removal services to JBER (Joint Base Elmendorf-Richardson), AK in response to call orders. The period of performance of the BPA is 5-years, commencing 1 Oct 2025. 673 CONS intends to issue no more than three (3) Firm Fixed Price (FFP) multiple-award Blanket Purchase Agreements to contractors who are determined to provide the lowest price technically acceptable (LPTA) offers to the Government in accordance with the requirements of the attached Statement of Work and Pricing Schedule. *A site visit will be held on June 17, 2025 / 2:00 PM AKDT on Joint Base Elmendorf-Richardson at the Contracting building, 10480 Sijan Ave, JBER, AK 99506. The purpose of the site visit is to familiarize all offerors with the requirements of the SOW. Refer to the COMBO for further details. Please refer to the COMBO and ALL attachments pertaining to this Solicitation Notice. Attachment 4 - Pricing Schedule must be filled out and returned along with technical literature per the evaluation criteria set forth in the solicitation. Please review 52.212-1 Instructions to Offerors and 52.212-2 Evaluation in the attached COMBO for all submission criteria. Interested contractors must provide response by the due date and time displayed in this notice.
