On behalf of the 673d Contracting Squadron. the 3 MUNS Futures Flight requires a deployable, all weather trailer pusher-mover capable of moving and positioning trailers and equipment in tight spaces and adverse weather conditions. Pushing trailers by hand in arctic conditions leads to many injuries each year that will be prevented by this type of equipment. Additionally, many incidents occur while maneuvering trailers in tight spaces using vehicles. This device can prevent this by increasing visibility and maneuverability. For more information on this contract opportunity, please see the attached PDF titled "Combined Synopsis-Solicitation - Trailer Pusher-Mover" AMENDMENT I - Questions and Answers: Question 1: Regarding the “battery powered with swappable rechargeable batteries” stipulation, can you define swappable? swappable as in, like you would change the batteries in a remote control, or swappable as in when the battery is no longer functioning (X) years down the road and it can be replaced, or the battery powering the device can be changed so that the machine can continue to run without charging it? If so, how many batteries would have to be included? Answer: Batteries should be swappable to minimize down time during operations to maintain operational functionality. Comparable to that of a car battery setup, the batteries would be swappable because it is not permanently enclosed and permanently integrated. If batteries are unique, two battery systems should be included with the system. If batteries are commonly procured i.e., car batteries, then a single battery system is adequate. Question 2: Regarding the weight capacity of 35000 lbs. or greater for trailers, is the driving capacity the payload on the trailer or the tongue weight? Answer: The 35000 lbs. would be the driving capacity. Most of our trailers have hinged tongues that create minimal tongue weight. Question 3: If tracks are used, are snow chains still required? Answer: If tracks are used, snow chains are not required. Question 4: What kind of trailers does this pusher/mover intend to move? Answer: This will be used to move MHU-110s, MHU-141s, and MHU-226s primarily, and may be adapted in the future to move 40’ flat fifth wheel trailers. Question 5: Would you be able to provide details of the trailers that will be moved (dimensions, etc.)? Answer: The trailers have a pintle hitch with automotive steering and an integrated hydraulic breaking system. They are typically used to move bombs, missiles, and equipment. These trailers are often towed in tandem, or two trailers connected to eachother. MHU-141 – 10,000 lb. capacity, 138”l x 84”w x 34”h MHU-226 – 12,000 lb. capacity, 196”l x 87”w x 31.5”h MHU-110 – 15,000 lb. capacity, 196”l x 91”w x 30”h 40’ flatbed trailer is a typical semi-trailer with a 20,000 lb. capacity, used to move munitions from storage.
