The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a firm fixed price, single-source contract to Providence Health Services- Alaska, under the authority of FAR 13.106(b)(1). The proposed contract action is for the acquisition of provide polymerase chain reaction (PCR)- based COVID-19 clinical testing for specimens submitted by the Joint Base Elmendorf-Richardson (JBER) hospital with a 48 hour turn-around time. Vendor shall provide all personnel, equipment, material, and supervision and any other items necessary to perform clinical laboratory testing as defined in the Statement of Work. The reference lab will provide polymerase chain reaction (PCR)- based COVID-19 clinical testing services for specimens submitted by the 673 MDG with a 48 hour turn-around time. Requirement includes the delivery of universal testing medium, collection swabs and COVID 19 test results 7 days a week 365 days a year. Testing shall be in accordance with the established principles, practices and ethics of the laboratory profession. The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106(b)(1). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND NO SOLICITATION IS AVAILABLE. The circumstances of this contract action deem one single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to john.gosh@us.af.mil and susan.reinhart.1@us.af.mil no later than 2:00pm, AKDT, Monday, 30 December 2020. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
