Date: 16 January 2020 Solicitation Number: FA5000-20-R-0016 Notice Type: Synopsis / Presolicitation Notice The 673d Contracting Squadron is contemplating an award for Boiler Maintenance and Repair for facilities located on Joint Base Elmendorf Richardson, JBER, Anchorage, Alaska. The 773d Civil Engineering Squadron (773 CES) requires boiler maintenance on Joint Base Elmendorf-Richardson - Elmendorf (JBER-E). The contractor shall provide all items and non-personal services to include but not limited to management, personnel, transportation, equipment, and supplies required to provide for maintenance of boilers and associated systems on JBER-E in accordance with (IAW) the Performance Work Statement (PWS). The proposed contract will provide for service of 113 boilers less than 1,000 MBh, 100 boilers greater than 1,000 MBh, 15 Hydronic Boilers, 1 Furnace, 28 Steam Hot Water heaters, and 28 Gas Unit Heaters. The contractor shall perform to the standards laid out in the PWS, including but not limited to planning, coordination, and surveillance of activities necessary to ensure the disciplined work performance and timely application of resources necessary to accomplish all tasks under this requirement. The contractor is responsible for, required to implement, and obliged to maintain management control systems necessary to plan, organize, direct, and manage all activities necessary to fulfill this requirement. The performance period for this service will be one (1) year base period from 1 September 2020 through 31 August 2021 and 3 (one-year) option periods from 1 September 2021 thru 31 August 2024. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services except as specified in the contract as Government Furnished Property/Services will be provided by the contractor. A Firm-Fixed Price contract is contemplated. This acquisition will be a competitive total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a small business size standard of $7,500,000. It is anticipated the solicitation will be issued electronically on or about 4 February 2020 on the Beta.Sam.gov web page at https://beta.sam.gov/. Paper copies will not be available.
