All listed items are requested as brand name OR EQUAL. If equivalent products are quoted, offerors must provide specification sheets and/or links to the equivalent products. All questions are due to the contracting officer by 1700 EST, three days prior to the listed closing date of the solicitation. All quotes are due by 1700 EST on the listed closing date of the solicitation period. Offerors shall quote all requested items in accordance with the attached part list, partial quotes will not be considered. Delivery timeframe is negotiable, contractors are encouraged to quote 6 weeks delivery to the consolidation point or the soonestest time thereafter. The requested products will be delivered to a deployed location in Saudi Arabia via military consolidation shipping (either Dover AFB or New Cumberland, PA). All requested products will need to be palletized and shipped to the consolidation point. TCN shipping labels will be coordinated through the contracting officer and provided to the awardee when all items are ready to ship, the government will require additional information regarding pallet weight and dimensions. The awardee will be paid via a manual invoice, not through WAWF. All quotes will be evaluated based on the best value to the US Government IAW FAR 13.106(a)(2). All offerors should be aware that the products will be delivered to Prince Sultan Air Base, Kingdom of Saudi Arabia. Amendment 0001: Contractors will be required to consolidate and ship all items to consolidation in one shipment. Items will need to be palletized to standard commercial freight shipping standards. If the items are received from the manufacturers pre-palletized, contractors are not required to repack the items. If items are received in small boxes/containers, contractors should consolidated them to the maximum extent practicable. Amendment 0002: 1) Item configuration options have been updated in the attached item list. 2) Non-US based vendors are welcome to quote AFCENT based consolidation points for locally sourced products; however, this is not standard practice and these consolidation points may not accept the freight forwarding request due to operational constraints. This is not a recommended shipping option for this reason. If AFCENT based consolidation shipping is not available at the time of shipping, the contractor will be required to fund all commercial freight shipping costs, customs/clearance fees, and Royal Saudi Air Force entry requirements to Prince Sultan Air Base (attached to this solicitation). 3) All vendors shall quote the requested equipment with standard US power requirements. 4) This solicitation has been extended until 1700 (EST), 29 May 2020. Any vendor NOT shipping through a US consolidation point (i.e., through a commercial freight company) MUST complete the Royal Saudi Air Force entry requirements for Prince Sultan Air Base (attached). Questions regarding the Ingersoll Rand (or equal) products: What is the overall flow demand as measured in CFM? Answer: Maxiumum 92 CFM @ 90 PSI What is the application of the air? Answer: For industrial equipment/pneumatic hand tools What is the maximum PSI needed? Answer: 120 PSI What is the voltage needed? Answer: (460/3/60) Are there filtration requirements? Answer: No specific filtration requirements, air must be dry (i.e., breathing air filtration is not necessary) Do you need a dryer? Answer: Air must be dry for the pneumatic equipment What is the min/max pressure needed? Answer: No minimum pressure, the maximum pressure for an individual tool would be ~25 CFM Question regarding CLIN 0008: Which shrinker and stretchers need to be included in the quote? Answer: Jaw designs for flat work, standard radius, true radius, and extended (overhung). Both shrinking and stretching jaws will be necessary. Questions regarding the tube bender: What tubing are you bending? What is the tube diameter for each? What is the tube wall thickness for each? What is the material for each? What is the centerline radius for each bend? Are there multiple bends per tube being formed? If so: What is the distance between bends? At what plane are the bends being formed? What is the degree of each bend? What production requirements need to be met? What are the power requirements for the machine? Answer: The types of tubing vary from aluminum, steel, and titanium (ranging from ¼” to 1” OD) Wall thickness ranges from .016 wall thickness to .065 wall thickness There are multiple bends per tube Every tube has different bend distances The degree of each bend varies with each tube There are no power requirements for the manual production tube bender Production requirements need to be met to fabricate tubes for aircraft Questions regarding the tube end finishing: What type of tube end finishing is being performed? Square & Deburr? Flaring (37 or 45 degree)? Beading? What tube is being formed? Tube diameter? Wall thickness? Material for each? What electrical service is needed for the machine? Answer: Finishes will be for flaring, squaring, and deburring Tube flares need to be 37 degrees Tube diameter ranges from ¼” to 1” Wall thickness ranges from .016 wall to .065 wall Standard power requirements need to be met Types of material ranges from aluminum, steel, and titanium Production requirements need to be met to fabricate tubes for aircraft.
