This solicitation will be for a firm fixed priced (FFP), indefinite-delivery, indefinite-quantity (IDIQ), Simplified Acquisition of Base Engineer Requirements (SABER) contract for the acquisition of multi-disciplined construction projects at Mountain Home AFB, ID. The contract will be for a broad range of maintenance, repair, alteration, and minor construction work on real property at Mountain Home AFB, ID, Gowen Field, ID and various sites. The work is required in support of the Base Civil Engineer (BCE) activities. Competition will be limited to eligible 8(a) firms in good standing with the SBA. This acquisition is being synopsized under North Atlantic International Commerce System (NAICS) Code 236220 and Product Service Code (PSC) Z2JZ. The small business size standard is $39,500,000.00. Proposed solicitation number FA489723R0002. Individual jobs will vary in size ($2,000 - $2,000,000) with a majority expected to be small to medium size ($25,000 - $250,000). The jobs will include, but are not limited to, tasks in a variety of trades such as carpentry, road repair, roofing, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, HVAC, asbestos removal, etc. The contract ordering period shall be thirty-six (36) months. The guaranteed minimum dollar amount for the term of the contract is $2,000.00. The maximum dollar value is $9,999,999.99 for the term of the contract. Line-item structure is as follows: CLIN 0001 – A bid sheet will be provided that allows for annual escalation of Co-efficients in four different areas of work. The Government shall select the best overall offer based upon an integrated assessment of past performance, technical capability, and price of proposals. Past performance and technical capability shall be weighted more than price. Past performance shall be determined via a confidence rating ranging from no confidence to substantial confidence. Technical capability shall be determined as acceptable or unacceptable. The solicitation shall be issued via Contracting Opportunities on sam.gov. No paper copies of the solicitation, specifications, or plans will be issued from this office. Telephone requests will not be accepted. Prospective contractors must be registered in the sam.gov in order to be eligible for award. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 2 December 2022 with a closing date 30 days after issuance.
