If the WW tests non-hazardous by RCRA standards but results are outside permit limits established in the MHAFB WW reuse permit, then discharge to the FOTW would be prohibited. The WW could then be disposed of at a POTW that is capable of receiving the WW. In this scenario, MHAFB would need acceptance documentation from the POTW. Direct discharges to storm drains or the environment are prohibited. This announcement constitutes the only solicitation. Solicitation, Maintain Airfield Markings, FA4897-20-B-0002 is solicited as an invitation for bid (IFB). This acuisition will be a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 23710 with a size standard of $36.5M. Period of performance will be 120 calendar days. The project magnitude of this requirement is between $250,000.00 and $500,000.00. All firms or individuals responding must be registered with the System for Award Management (SAM) at https://www.sam.gov. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The government intends to award a firm-fixed price contract resulting from this solicitation to the responsible bidder whose bid is the lowest price and meets the requirements. Evaluation of price will be based on the bidder's total price for all line items as delivered to the specified destination. The following factors shall be used to evaluate bids: 1. Price (all line items shall be priced). The bidder's initial quote shall contain the bidder's best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract without correspondence, but reserves the right to correspond with contractors, if later determined by the Contracting Officer to be necessary. The government reserves the right to make no award as a result of this solicitation. A site visit will be held 7 July 2020 at 10:00 am MST. Contractors needing access to Mountain Home AFB shall submit the SFS 30 no later than 29 June 2020 by 12:00 PM MST.
