Draft PWS: 1.0 SCOPE. The contractor shall provide all personnel, equipment, tools, materials, supervision or other items and services necessary to perform propane delivery as defined in this statement of work (SOW) at Mountain Home AFB (MHAFB), ID and designated off base locations. 2.0 Delivery. The vendor shall provide propane for MHAFB only at designated locations listed in Appendix A. Propane shall only be requested and furnished to 366 Civil Engineer Squadron (CES) POC’s or the Contracting Officer(s) (CO). 2.1 Volume. The contractor shall provide propane at volumes consistent with federal and state regulations in addition to the tanks rated capacity. The contractor shall follow standard industry practices with regard to filling to ensure safety and proper volumes in conjunction with climate conditions at time of delivery. 2.1.2 Emergency Maintenance/ Repair. Any tanks belonging to the contractor are the responsibility of the contractor to service/repair within 48 hours of the contractor becoming aware of a situation requiring repair. Tanks belonging to MHAFB shall be the responsibility of the government for routine repair. The contractor shall make any necessary emergency repairs during routine fill visits to protect life and property. The contractor shall notify the COR following any emergency repairs requiring additional invoicing. 2.1.3. Scheduling. The contractor shall fill tanks on a revolving basis based on site usage to ensure that tanks remain full to the maximum extent possible. The contractor shall notify the site owner of scheduled deliveries 1 week prior to the delivery date, at a minimum 2 hours, to prevent the contractor sustaining unnecessary trips and delays, also to ensure equipment that may be in use at any site does not conflict with the dispensing of fuel and, pose a safety hazard to either the military personnel or the contractor employee. 2.1.4 Invoicing. The contractor shall invoice the government each calendar month for each fiscal year beginning on the first day of the month and ending on the last day of each month unless otherwise specified by the CO. The invoice shall reflect the location of deliveries, the volumes delivered, the price per gallon delivered and a total for all deliveries for the month. 3.0 GOVERNMENT FURNISHED EQUIPMENT AND SERVICES. The government will not provide government services and equipment on this agreement or any contract attached therein. All tanks are government furnished. 4.0 GENERAL INFORMATION 4.1 Hours of Operation. Normal base business hours are Monday through Friday, 8 am to 5 pm., excluding holidays. All calls or purchases will be made by the Government in advance prior to any requirement outside of these hours or during holidays. 4.2 Federal Holidays. Holidays observed by the federal government with reduced manning on these days. When the holiday is on a Saturday, the preceding Friday will be the federal holiday. When the holiday is on a Sunday, the following Monday will be the federal holiday. Asterisks (*) indicate dates change each year. All personnel employed by the contractor in the performance of this agreement, or any subsequent contracts are representatives of the contractor entering the Government installation, and shall abide by all security regulations of the installation. a. The contractor shall obtain personal identification passes for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto MHAFB, Idaho. The contractor shall submit a letter through the Contracting Officer to the Security Forces and Pass and Registration Office prior to the start date of the contract listing each employee’s name, Social Security Number, driver’s license number and the contract dates. Employees must demonstrate vehicle registration, proof of insurance, and a valid driver’s license in order for vehicles to be registered at MHAFB, Idaho. b. The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use, if applicable. At the end of each work period, all Government facilities, equipment, and materials shall be secured. c. The contractor shall be responsible for all keys issued to the contractor or his subcontractor. The contractor shall be held liable for lost keys and any associated labor and material costs involved in providing new keys and or new locks. 4.4 Traffic Law. The contractor and its employees shall comply with all base and state traffic regulations. 4.5 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately-owned vehicle while on MHAFB or its properties. 4.6 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified information. 4.7 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor, by the Contracting Officer, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DOD 5500.7 and the Joint Ethics Regulation. If prior military, the employee must have been discharged under honorable conditions with no administrative discharge actions taken against them. 4.7.1 Contractor Appearance. Employees are expected to comply with reasonable dress and grooming standards based on comfort, productivity, health, and types of positions occupied. Attire shall be in good repair and shall not be considered offensive, disruptive, or unsafe. Contractor personnel shall be easily recognizable while on the installation or satellite locations in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats bearing the company name or logo. The coloring or design of the items selected should be such that the items identify personnel easily and quickly for reasons of safety, security and personal protection. The Government is authorized to restrict base access to any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. 4.8 For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding Confidential Unclassified Information (CUI) material. 4.9 Program Management. The contractor shall, without any additional expense to the Government, be responsible for obtaining any necessary licenses and permits. The contractor shall comply with any applicable Federal, State, and municipal laws, codes, and regulations in connection with the performance of work as outlined in this SOW. The contractor shall be liable for all personnel injuries and equipment damage that result from their negligence or failure to follow safety/health guidelines. The contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others, to include appropriate insurance.
