The government requires a modern commercial off-the-shelf (COTS) software solution to serve as a relational database and analysis toolset for Tactical Datalink (TDL) interoperability, supporting the iSMART process. The software will be used to populate, edit, analyze, and manage TDL message data, platform implementations, and interoperability evaluations. The contractor must provide the software solution along with all necessary licenses, updates, training, and technical support. The solution must manage TDL platform specifications, conduct interoperability analysis, and support mission planning across the TDL enterprise. All requirements must be met as specified in the Performance Work Statement.
