THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any service whatsoever. Further, the Air Force is not currently seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future potential RFP, if any is issued. The purpose of this requirement is to provide non-personal services for the administration and support of the human resources/personnel programs conducted on seven (7) Air Combat Command installations. The installations are Davis-Monthan AFB, AZ, Joint Base Langley-Eustis (JBLE), VA, Moody AFB, GA, Mountain Home AFB, ID, Nellis AFB, NV, Seymour Johnson AFB, NC, Shaw AFB, SC. These programs support the Military Personnel Flight (MPF) and the Civilian Personnel Flight (CPF) on each installation in this PWS. The MPF is the single manager of Military Personnel Data System (MilPDS) for all units and members serviced, whether on base or geographically separated. The mission of the MPF is to provide quality personnel support through the administration of personnel programs for commanders, Air Force members, Air Force family members, and retirees, and to administer Air Force personnel programs in both peacetime and wartime. The CPF is the single manager of base appropriated funds civilian personnel. The mission of the CPF is to provide quality personnel support through the administration of personnel programs for commanders and appropriated-fund employees, and to administer DoD and AF personnel programs in both peacetime and wartime. Personnel functions for the MPF and CPF include support for the Defense Enrollment Eligibility Reporting System (DEERS) & the Real-time Personnel Identification System (RAPIDS) issuing facility, Automatic Records Management System (ARMS), Modern Defense Civilian Personnel Data System (MDCPDS), Common Access Cards, military awards and decorations programs, customer Service, Cyber Security Liaison (CSL), and Personnel Systems Management. Period of Performance: TBD Contract Duration: Base year plus four option years Security Requirements: Facility Clearance: Secret Employee Clearance: The PAII shall have a favorably completed and adjudicated Tier 3 Investigation resulting in access eligibility to at least the SECRET level. All other Contractor employees, at a minimum, must have or be able to obtain a Favorable National Agency Check with Written Inquiries (NACI) investigation and be a US Citizen. Please respond to this RFI with sufficient detail explaining your capabilities and capacity to satisfy the requirement as described in the PWS (Attachment 1). Required information includes: Company Information Company Name Address Point of Contact Telephone Number Email Address Whether primarily doing business in the Private/Commercial or Government Sector; Commercial and Government Entity (CAGE) Code and Unique Entity ID, formally Data Universal Numbering System (DUNS) Number; Business Size (i.e. Small Business, Other than Small); Socio-Economic status (i.e. 8(a), HUBZone, veteran-owned, woman-owned, etc.); Brief information including capabilities to finance, mobilize, and manage service contracts at multiple locations; NAICS code(s) under which the company usually performs; Company’s role in the performance of the contracts above as Prime Contractor or Subcontractor Also, please concisely answer the following questions: Describe any service contracts you have performed for similar services. What is the optimal contract length for this kind of service? Identify the industry period of performance standards in providing this requirement. Identify any particular areas of contracted support that could drive up costs and/or risks to performance. Do you have any feedback regarding the tasks? Are there any that will present challenges to fill? What type of Facility Clearance does your company possess? Are there any other concerns or ambiguities found within the PWS? Is there pertinent information the Government has failed to address in the PWS? Responses will require a review of the draft PWS, which is attached to this RFI. THIS REQUEST FOR INFORMATION will help further define the requirement and identify appropriate sources that can provide support services. The information provided in this RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
