SUBJECT: Sources Sought and Sources Sought for Tactical Radios and Communication Systems 1. The Department of Defense (DoD) Counter Narcoterrorism Program Office (CNTPO), currently being managed by the Counter Narcotics and Global Threats (CN>) Division, was established to create worldwide Counter Narcotics (CN) Technology networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcotics activities and organizations. This contract effort will support the War Fighter in combating narcotics activities globally. 2. The primary objective of this effort is to satisfy recurring procurement requirements for tactical radios and communication systems to include spares kits, training and services events (i.e., Maintenance, Operations, Services and Training (MOST)) in support of selected Partner Nations teaming with the United States in CN activities. This contract will predominantly provide support in the United States Southern Command (USSOUTHCOM) Area of Responsibility (AOR) which includes Central America, South America and the Caribbean Nations. Additionally, this contract may also be used by other Combatant Commands to fulfill requirements for tactical radios and communications systems in support of other federal agencies, Partner Nations, and State and Local authorities with CN missions and authorities similar to USSOUTHCOM. 3. Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), is currently conducting market research to determine market capability and understanding of the Government request to assist in determining acquisition strategy for this procurement. This is not a solicitation for proposals and this announcement does not commit ACC AMIC to contract for any supply or service. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. 4. The Government is seeking industry input from all sources to determine what resources are available. Small Business concerns are highly encouraged to respond to this request. 5. The principle nature of this requirement is consistent with services performed by industries applicable to North American Industry Classification System (NAICS) 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a size standard in number of employees of 1,250. Interested parties must be registered under NAICS 334220 in SAM (System for Award Management) at www.sam.gov. All interested parties should submit a capabilities package outlining your company’s key business abilities and any past performance relevant to this requirement.
