Eastern Standard Time Points of Contact: Contracting Officer: Tracy Allen. email - tracy.allen.4@us.af.mil Contract Specialist: Delvin Whitlock. email - delvin.whitlock.1@us.af.mil GENERAL INFORMATION This is a combined synopsis/solicitation notice for commercial product/services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a: Request of Proposal (RFP - Attachment 1). This solicitation document and incorporated provisions and clauses are those in effect through, Federal Acquisition Circular (FAC) 2020-02, dated 23 May 2019. This acquisition is set-aside 100% for Service Disabled Veteran-Owned Small Business (SDVOSB) Competition. North American Industry Classification System Code (NAICS) is 488190 – Other Support Activities for Air Transportation. Size standard is $35,000,000.00. All qualified SDVOSBs under this industry are encouraged to submit proposals. REQUIREMENT INFORMATION Description: Provide aviation support in accordance with the attached Performance Work Statement (PWS) dated 23 December 2019 (Attachment 2). Performance/Acceptance: The Contractor shall train the Mexican Navy (SEMAR) CASA CN-235 aircraft maintenance and supply personnel and UH-60M aircraft maintenance and supply personnel at Veracruz Naval Base (AB), Mexico. Contract Type/CLIN Structure: Contract Type: On a Firm-Fixed Price basis, the contractor shall provide all supervision, personnel, equipment, material, and other items and services necessary to perform this requirement in accordance with the PWS dated: 23 December 2019. CLIN Structure: See Attachment 1 for more information. SOLICITATION INFORMATION RFP: The formal solicitation can be found in Attachment 1. Clauses and Provisions: Offerors are required to adhere to all clauses and provisions within this solicitation. Contract Award: This solicitation is set-aside and limited to responsible SDVOSBs with the ability to provide services, as described in the Performance Work Statement (PWS). Proposals will be considered only from offerors who are regularly established in the business called for, responsible and able to show evidence of their ability and experience satisfactorily perform this requirement. To be eligible for award, Contractors must be considered a small business under the applicable North American Industry Classification System (NAICS) code assigned to the acquisition, possess a valid and active System for Award Management (SAM) registration as a SDVOSB concern, and must be deemed responsible IAW FAR 9.104. The proposal must be determined fair and reasonable and meet the solicitation required terms and conditions unless a proposed exception is accepted by the Government. However, any exceptions or assumptions may result in the Government finding the proposal unacceptable. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.
