Attached is the revised Draft PWS, dated 6 February 2020 and the Summary of the PWS Changes for review and Amendment 0009. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a result of this RFP for the 552 Air Combat Wing E-3 Contract Aircrew Training (CAT) and Courseware Debvelopment (CWD) and 752 OSS Control and Reporting Center (CRC) support at Tinker Air Force Base (AFB) OK requirement. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $30.0M. The RFP closing date is 12 Nov 2019, 1:00 pm, EST. The Government expects to make award on or about 1 Apr 2020 based on availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS). Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov under the applicable NAICS code. The contractor shall provide E-3 Aircrew Training in accordance (IAW) with ACC approved syllabi and to the proficiency level in accordance with (IAW) ACC/A3 approved Training Task Lists (TTLs) at Tinker AFB, OK. This PWS provides the technical and program management requirements for the full spectrum of United States Air Force (USAF) directed E-3 training efforts to include Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Deck Training. These efforts include Contract Instructor Academic Instruction, Aircrew Training Device (ATD) Instruction, Flight Instruction, Courseware Development, Aircrew ATD event scheduling, and support functions. In addition, it will include exercise director, simulator operator support, and scenario development for the E-3 Airborne Warning and Control System (AWACS) and in support of the 752 Operational Support Squadron (OSS) Control and Reporting Center (CRC). The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement.
