This is a pre-solicitation notice only. Air Combat Command (ACC), Acquisition Management and Integration Center (AMIC)/PKF is seeking industry sources for an FY 2023 requirement for Communications Technical Support (CTSS) Services. The contemplated North American Industry Classification System Code (NAICS) for this requirement is 541330, Engineering Services with a corresponding small business size standard of $22.5M. The 9th Air Force AFCENT requires CTSS services to support on-going military operations within the United States Central Command (USCENTCOM) Area of Responsibility (AOR). The work under this contract will be performed at Government-owned and managed facilities using Government-provided equipment. The services will not require a contractor to provide any inherently governmental functions, as the work encompasses the following major functional areas: telephone switch operations and maintenance (O&M), commercial satellite communications (SATCOM) O&M, technical control facility O&M, network administration, installation, O&M, high frequency/ultra-high frequency/very high frequency ground radio O&M, defense red switch O&M, inside/outside cable plant support, cable television support services, communications security management, communications planning and engineering, video teleconference (VTC) technical services, military SATCOM, uninterruptible power supplies, and all other functions normally performed by a communications squadron. The primary places of performance for this contract will be outside of continental United States (OCONUS) at U.S. military bases supporting USCENTCOM’s Area of Responsibility (AOR). Continental United States (CONUS) work is expected to account for approximately 5-10 percent of tasks under the indefinite delivery, indefinite quantity (IDIQ) contract, with OCONUS work making up 90-95 percent of tasks. For CONUS work, the primary place of performance will be Shaw Air Force Base. The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. It is the offeror’s responsibility to monitor the Internet for the release of the final Request for Proposal (RFP) and closing date. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM), which may be found at https://www.sam.gov/. All interested parties are cautioned to ensure that information listed in SAM is current and correct. Interested parties are to submit all correspondence pertaining to this requirement in writing to the POCs listed below NLT the closing date and time (28 Jul 22, 2:00 p.m. Eastern Time). Hard copies of documents posted on sam.gov will not be made available. The Government will provide an email confirmation of receipt of information. Along with your capabilities statement please provide any questions you have regarding the DRAFT PWS and DRAFT ATTACHMENTS. Also, please provide answers to the following questions: Traditionally the services provided under the CTSS contract provide continuity to the airmen who serve in the AOR on a 6 month rotational basis. Are there specific functions within the Statement of Work (SOW) that could be provided as Turnkey/Firm Fixed Price support without requiring the support of the rotational airmen? Is it possible to transition all locations/requirements simultaneously? Would a 60 day transition period be sufficient to transition all locations/requirements simultaneously? The Government contemplates the use of a single award IDIQ. Given the highly integrated nature of the 9AF AFCENT network in-theater, is a multiple award IDIQ a viable option for this requirement? The Government contemplates having an ordering period that goes beyond 5 years. Please provide feedback on what you would consider an ideal ordering period length (minimum and maximum lengths).
