THIS IS A JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (J&A) FOR THE RQ-4/U-2 CAT/CWD CONTRACT (FA4890-18-C-0002). This is a two-month time and cost supplemental extension for RQ-4/U-2 CAT/CWD to continue critical RQ-4/U-2 CAT/CWD services to avoid a gap in service delivery due to delays in awarding the follow-on contract due to a pre-award protest. Subjecting it to full and open competition will result in unacceptable delays in fulfilling the agency’s requirements. See J&A for full details.
