The purpose of this justification is to authorize and approve a Firm Fixed Price (FFP) contract modification to Sonoran Technology contract FA4890-15-C-0015. The need for continued support must be issued as a sole source six (6) month bridge contract modification to meet mission requirements while the Source Selection for the follow-on acquisition wraps up, to include completing both an SBA Size Status and GAO level protest. The GAO protest was received on 23 September 2020 and a decision from GAO is not anticipated until 1 Janua1y 2021, three (3) months beyond the end of the current contract on 30 September 2020. After the GAO protest has ended, it is estimated that one (1) month will be required to complete contract award and coordinate transition. The current contract will then need to be extended two (2) additional months to allow for the phase-in period with the new contract, resulting in a total of a six (6) month bridge to avoid mission stoppage. The dates for the bridge will be from 1 October 2020 to 31 March 2021. The current period of perfo1mance is 1 April 2020 - 30 September 2020. This bridge action will allow adequate time for the SBA and GAO protests to conclude, for the new contract to be awarded, and for the 60-day phase-in to occur. This supports continually maintaining and sustaining current and future RC-135 / E-4B Contract Aircrew Training (CAT) and Courseware Development (CWD) without interruptions.
