"one question regarding the responses to the RFI's, most notably question/response #14. Typically, the designer of record or BCES has the responsibility of reviewing submittals, and especially provide recommendations/stamps, I know we have our designers review submittals when it's a Design Build. Since this was a Design-Bid-Build, the designers should have it in their contract to do this. We can find the professionals to review submittals (although they usually won't provide recommendations/stamps unless they designed it)." A. The Designer of Record (DOR) contract is completed and did not extend into construction. The contractor is required to provide submittals that follow design. A submittal review by an engineer is not required for every submittal. If the contractor wants to deviate from design or specifications, then a stamped recommendation from the DOR, should be included with the requested change. The contractor is responsible for all costs incurred for changes to the design.

The 56th Contracting Squadron, Luke Air Force Base, AZ intends to issue an Invitation for Bid (IFB) for the construction of a FAMCAMP (Military Family Campground) at Luke AFB, AZ. The requirement is for construction services to provide all plant, labor, supervision, and transportation necessary to execute the construction project at Luke Air Force Base. The North American Industry Classification System (NAICS) number for this effort is 236220 and the Small Business Size Standard is $36.5M. It is anticipated that a single solicitation and a firm-fixed price contract will be awarded as a result of this notice. The solicitation will be issued on or about 1 March 2019 with a 30 day response period. This acquisition is unrestricted and will be available for full and open competition. All responsible sources may submit a bid, which shall be considered by the agency. The solicitation and all subsequent notices and amendments will be posted on the Internet at http://fedbizops.gov. The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
