This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation FA4877-26-Q-A216 is issued as a Request for Quotation (RFQ) for establishment of at least no more than two Blanket Purchase Agreements (BPAs) for repetitive orders of various paints, coatings, and sealants. This acquisition is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The following factors shall be used to evaluate offers: Technical Capability - defined and referred to within this solicitation document as the offeror’s capability to provide the identified products conforming to MIL-SPEC and T.O. supported by technical data sheet for all products offered. Ability to meet Chain of Custody delivery requirements must be supported as well. Lead Time – defined as offeror’s stated ability to provide all products requested on or before the timeline specified within each call order to include meeting Just-In-Time delivery. Price – price will be evaluated for Fair & Reasonableness in establishing BPAs. Additional consideration of price will happen at the order level to determine best value when awarding call orders. The 355th Contracting Squadron is seeking sources capable of providing specialized aerospace coatings and sealants to support the 309th Aerospace Maintenance and Regeneration Group (AMARG). All products must conform to Military Specifications and Technical Orders, with the contractor using best commercial practices and industry standards. Deliveries are expected on a recurring basis, with on-time delivery required at least every 30 days, and vendors must support Just-in-Time delivery without constraints. Interested vendors should submit a capabilities statement of no more than 5 pages confirming their ability to provide the listed products. The specific products and associated NSNs are identified in an attached product list.
