This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877?23?Q?A?364 is issued as a Request for Quotation (RFQ) iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023?04 effective 02 June 2023, The DFARS provisions and clauses are those effective 09 June 2023, The DAFFARS provisions and clauses are those effective 07 July 2023. iv. This procurement is being issued as Full and Open Competition. The North American Industry Classification System Code is 339999. v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. vi. Davis?Monthan Air Force Base intends to award a firm?fixed price contract for the following: a. CLIN 0001: Life?Size Top?Mount Pump Operations Panel Simulator Unit b. CLIN 0002: Operations and Maintenance Training – 1 Day FOB Destination. Shipping costs shall be built into the cost, not as a separate charge. Must include lead time. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the service. viii. The following have been tailored to this procurement and are hereby added via addenda: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement; (ii) price; The lowest priced offer will be evaluated for technical acceptability and best value to the Government. If found technically acceptable and found to be the best value award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror. Past Performance will not be evaluated. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. xiii. The following have been tailored to this procurement and are hereby added via addenda: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee?employer actions, contests of OMB Circular A?76 competition performance decisions). The 355th Contracting Squadron has a requirement for a large-scale generic replica of a Fire Engine Pump Panel. Item must be realistic in size, whose components and functionality provide safe, economical and highly realistic training on pump panel operation in a controlled and repeatable environment. Training on the simulator is intended to supplement pump training on a real fire apparatus and to reinforce hands-on pump operations, while not requiring usage of water. Additional incidental services of set-up and training for operations and maintenance may be required. The 355th Contracting Squadron intends to award a purchase order on a sole source basis to FAAC Incorporated in accordance with FAR 13.106-1(b)(1). Market research performed to date has identified no vendors whose product can satisfy all of the required functions, and becaue no one else is offering this type of product currently there is no other vendor able to begin right away on tailoring to meet the government’s specific requirement. This easily-accessible and economical form of training is critical to the success of firefighter training. Because of these reasons, FAAC Incorprorated is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
