This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877?23?Q?A-238 is issued as a Request for Quotation (RFQ) iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023?02 effective 16 March 2023, The DFARS provisions and clauses are those effective 27 April 2023, The AFFARS provisions and clauses are those effective 08 May 2023. iv. This procurement is being issued as a small business set?aside. The North American Industry Classification System Code is 337215 with a size standard of 500 employees. v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. vi. Davis?Monthan Air Force Base intends to award a firm?fixed price contract for the following: a. CLIN 001: Mechanical Assist Mobile System (Refer to Salient Characteristics – Attachment 1) b. CLIN 002: Labor to receive, deliver and install during regular business hours c. CLIN 003: Design Service vii. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the service. Please refer to FAR 52.212-2 under section xii of this document for further clarification. viii. Important Dates/Times (All Times are Arizona Local Time) a. FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement; (ii) price; The lowest priced offer will be evaluated for technical acceptability and best value to the Government. If found technically acceptable and found to be the best value award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror. Past Performance will not be evaluated. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

Additionally, we encourage any feedback or input for this requirement. All interested parties who believe they can meet the requirements identified above are invited to submit, in writing, information describing their capabilities. At a minimum, the capabilities packages shall include information regarding the company’s ability to meet this requirement, qualifications, and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business) as defined in FAR 52.219-1. The NAICS code for this requirement is 337215. The Small Business size standard is 500 employees. The information received because of this notice is solely for the purpose of market research. The Government does not intend to pay for any information provided under this sources sought synopsis.
