COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Chaplain Led Retreat **This is a time sensitive acquisition and therefore all due dates/times have been considered and are firm to ensure timely award** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA478822QA237 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2022-04 effective 01 Jan 2022, Defense Procurement Notice 20220228, and Air Force Acquisition Circular 2021-0726. This is a woman-owned small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 561510 with a small business size standard of $12 Million. In accordance DFARS Class Deviation 2021-O0002 with verification of WOSB will be completed within SBA Dynamic Small Business Search (DSBS) and procedures. This class deviation implements regulatory changes made by the Small Business Administration (SBA) in its final rule published in the Federal Register on May 11, 2020, at 85 FR 27650. SBA’s final rule implemented the requirements of section 825 of the National Defense Authorization Act for FY 2015. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001: Chaplain Led Retreat QTY 1: BD Delivery shall be FOB Destination. The government will issue an award with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
