This requirement is conducted under FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. VTS Aviation LLC is the only commercial source capable of performing the Mi-24 Helicopter Adversarial Air Training 14-17 Feb 2022. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Interested parties may express interest and provide a capability statement, to include an interest letter that demonstrates your firm’s ability to provide these training services as described in the attached PWS. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. All interested firms must respond to this notice no later than Tuesday, 21 Jan 2022, 10:00 AM MST. Responses shall be sent via email to Contracting Officer, Rachelle Jenkins at rachelle.jenkins.3@us.af.mil and Contract Administrator 1st Lt Samantha Durlauf at samantha.durlauf@us.af.mil . Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
