COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Modular Office Lease ***A brief summary of changes are as follows: - Change in requirement to remove services associated with the requirement to include restroom services - Increased clarification on proposal submission requirements - Requesting delivery terms in reference to the requirement - AFFARS reference was updated, dated 26 July 2021, according to new guidance - Wage Determination was updated to the recent revision 12, dated 21 July 2021 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-21-R-0019 is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 effective 12 July 2021. The DFARS provisions and clauses are those in effect to DFARS Change 9 July 2021 effective 9 July 2021. The AFFARS provisions and clauses are those in effect to AFAC 2021-0726 effective 26 July 2021. The Wage Determination 15-5473 Revision #12 Dated 21 July 2021 will be incorporated into the purchase order. (iv) This is a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 531120 with a small business size standard of $30,000,000.00 average annual revenue. (v) Offerors shall provide proposals with pricing for all CLIN’s and return with any other documentation/data as required by this Combo. (vi) The government intends to award a firm-fixed price contract for the following: The expected contract will consist of a period of twelve (12) months. The right to make multiple or no award is reserved by the government. In accordance with the performance work statement, the contractor shall provide the following: CLIN 0001 Temporary Trailer Delivery/Installation/Tear Down QTY – 1 Unit of Issue – Lot Delivery/Install Completion Date: NLT 30 Sep 21 CLIN 0002 Temporary Trailer Lease QTY - 12 Unit of Issue – MONTH *Period of Performance - (30 Sep 21 – 29 Sep 22) *Please note that the delivery/install date of 30 Sep 2021 is a no later than date. If earlier delivery is possible the government would prefer an early set-up date. If the set-up date is earlier than 30 Sep 2021 the period of performance for the lease would be revised to the actual start date. Additionally, the tear down date would also adjust to the ultimate completion date. NOTE REGARDING FAR 52.217-8: The extension option authorized by 52.217-8 will be considered evaluated as being the same rate/unit price as the period of performance preceding its use. For rates/unit prices that represent a period of time, such as months, and the government chooses to exercise its option for less than that period; the rate used for the option will be prorated accordingly. Offerors are NOT to submit separate pricing to account for this option; separate pricing will not be evaluated or included in the resultant contract. (vii) Delivery shall be FOB Destination. Please include delivery terms in proposals. (viii) Addendum to FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jul 2013). The following have been tailored to this procurement and are hereby added via addenda: This is a Request for Proposal (RFP) in accordance with FAR Part 13. FAR Part 15 does not apply to this RFP unless specified elsewhere. Best value, for the purposes of this solicitation is the lowest-priced offer that completely provides information requested below, which is technically acceptable. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Propose unit prices for all CLINs. Layout/description for the trailer must be submitted showing measurements, location of power, power specifications (i.e. amp/volt/cables), location of Ethernet/fiber receptacles and building entry, location of communication equipment (i.e. comm switch), water and waste connection locations, and restroom configuration. FAR 52.212-2 is not applicable to this solicitation and will not be used to determine which offeror is most advantageous to the government. In accordance with FAR 52.212-3, the offeror may complete the representations and certifications within the clause or may indicate in their proposal that their SAM registration contains current information. The clause, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
