The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-20-Q-U005 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021, Defense Procurement Notice 20210520, and Air Force Acquisition Circular 2019-1001 effective 1 October 2019. This is a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 314110 with a small business size standard of 1500 Employees. The Government intends to award a firm-fixed price contract The Government intends to award a Firm-Fixed Price contract in accordance with FAR 16.202-1, “A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. It provides maximum incentive for the contractor to control costs and perform effectively and imposes a minimum administrative burden upon the contracting parties.” for the following: “Product Description” CLIN 0001 – Flooring CLIN 0002 – Removal/Installation *Quotes shall be valid through 30 September 2021* Delivery of Flooring shall be FOB Destination in accordance with FAR 47.303-6. Contractor shall include delivery and schedule/installation information on the Pricing Schedule. The Government will not accept exclusions and/or exceptions within offeror’s quote unless annotated and acknowledged by the Government during the Questions & Answers period. All quotes under this effort shall be made under the terms of a firm-fixed price requirement. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the performance requirements as set forth in the Performance Work Statement. The optional site-visit shall be conducted on Saturday, 10 July 2021 at 09:00 AM, Arizona Local Time. Interested parties whom would like to attend must notify BOTH the Points of Contact no later than (NLT) Wednesday, 7 July 2021 by 4:30 PM, Arizona Local Time. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitors Center outside of the Craycroft Road gate at no later than 08:30 AM in a non-commercial vehicle. *For the purposes of business efficiency FA487721QU005 Site Visit is being held consecutively with requirement FA487721QU011 & requirement FA487721QU012. All requirements are separate and shall be submitted independently. Combined quotes shall not submitted as they will not be considered by the Government.* Site Visit Procedures: In order to gain access to the installation, all site visit attendees must bring current driver’s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Additionally, in accordance with the Center for Disease Control guidance concerning the spread and control of COVID-19, conditions during the facilitation of the site visit may not allow for maintaining a distance of the recommended six (6) feet of social distance. Therefore, in order to attend the site visit, in addition to the required documents, all vendors must bring a cloth face covering as recommended by the U.S. Surgeon General. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied.
