COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Operational Clothing i.This is a combined synopsis/solicitation for commercial items prepared in accordancewith the format in FAR Subpart 12.6, as supplemented with additional informationincluded in this notice. This announcement constitutes the only solicitation; quotes arebeing requested and a written solicitation will not be issued. ii.Solicitation FA487721QA208 is issued as a Request for Quotation (RFQ). iii.This solicitation document incorporates provisions and clauses of those in effect through FederalAcquisition Circular 2021-05 effective 10 March 2021 , Defense Procurement Notice 20210224,and Air Force Acquisition Circular 2019-1001 effective 1 October 2019 iv.This government is soliciting under a total small business set aside. The associated NorthAmerican Industrial Classification System (NAICS) code for this procurement is 315990 with a small business size standard of 500 Employees. v.Davis Monthan Air Force Base intends to award a firm-fixed price contract for the operational gear listed in the attached excel sheet detailing all the required items vi.Items may be procured from any commercial source in accordance with the clauses and provisions of this solicitation. vii.The government will place an order with the offeror whose quote is the lowest price technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. All offers shall also include delivery dates upon time of quote submission to be considered for award. viii.The Government shall only consider quotes that are complete for ALL items. Partial orderfills will not be acceptable. All items shall be brand name or equal. ix.The Government intends to evaluate offers and award without discussion, but reserves theright to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves theright to conduct discussions if later determined by the Contracting Officer to be necessary.Offers that fail to furnish required representations or information, or reject the terms andconditions of the solicitation may be excluded from consideration.
