COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Cold-Weather Gear i.This is a combined synopsis/solicitation for commercial items prepared in accordancewith the format in FAR Subpart 12.6, as supplemented with additional informationincluded in this notice. This announcement constitutes the only solicitation; quotes arebeing requested and a written solicitation will not be issued.ii.Solicitation FA487721QA172 is issued as a Request for Quotation (RFQ).iii.This solicitation document incorporates provisions and clauses of those in effect throughFederal Acquisition Circular 2021-05 effective 10 Mar 2021, Defense ProcurementNotice 20210224, and Air Force Acquisition Circular 2019-1001.iv.This is a full and open requirement. The associated North American IndustrialClassification System (NAICS) code for this procurement is 315990 with a smallbusiness size standard of 500 employees.v.Davis Monthan Air Force Base intends to award a firm-fixed price contract for the coldweather gear listed in the attached excel sheet detailing all the required items.vi.The Government shall only consider quotes that are complete for ALL items. Partialorder fills will not be accepted.vii.Delivery shall be FOB Destination.viii.The government will place an order with the offeror whose quote is the lowest pricetechnically acceptable. Technical acceptability is defined and referred to within thissolicitation document as the offeror’s capability statement to meet the defined salientcharacteristics of the product or service. All offers shall also include delivery dates upontime of quote submission to be considered for award.ix.The Government intends to evaluate offers and award without discussion, but reservesthe right to conduct discussions. Therefore, the offeror’s initial offer should contain theofferor’s best terms from a price and technical standpoint. However, the Governmentreserves the right to conduct discussions if later determined by the Contracting Officer tobe necessary. Offers that fail to furnish required representations or information, or rejectthe terms and conditions of the solicitation may be excluded from consideration.
