The 355th Contracting Squadron (355 CONS) intends to issue a sole-source procurement action to Philips North America, LLC. The procurement is for a post warranty maintenance plan that will cover all the hardware, software, and any technical application/professional service support for the Picture Archiving and Communication Radiology (PACS) information system installed at Davis-Monthan’s 355th Medical Group (355 MDG) Clinic. The anticipated period of performance of this maintenance services is 01 May 2021 – 30 September 2021. Carestream Health was the original manufacturer who signed an agreement in 2019 to sell its healthcare information system business, including the PACS system installed at the 355 MDG, to Philips North America, LLC. Since that agreement, Philips North America is the sole owner of the proprietary data for the operation and maintenance, has unique qualifications to provide the services necessary to keep the system operational, and is the only known organization with the capability to provide the maintenance and support required for the 355 MDG PACS system. This requirement is being conducted under FAR 13.106(b), Soliciting from a Single Source. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm’s ability to provide an equivalent service to the one described above. Interested parties must provide rational as to why they should be considered. All interested parties must respond to this synopsis by Friday, 23 April 2021, 12:00 PM Arizona Local Time. All responses must be sent to Ryan Olson at ryan.olson.10@us.af.mil and 355CONS.PKBB.Services@us.af.mil. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. 355 CONS will not reimburse any costs connected with a firm providing its capability information.
