DESCRIPTION OF SERVICES 1.1 A parking and traffic plan is required for all air shows and open houses held on Davis-Monthan Air Force Base. A contractor will perform an in-house visit to Davis-Monthan AFB, AZ and conduct a thorough assessment of both on and off-base traffic and parking areas to allow smooth flow of traffic and parking for 100,000 air show attendees, to include all primary, secondary and tertiary parking lots, associated roads, and base entry points. Additionally, contractor must assess the air show spectator viewing area and personnel entry points into the area. 1.2 Contractor must meet with base personnel, to include but not limited to security forces, civil engineering and other personnel as required by Air Show Ground Operations Director. Contractor shall prepare a detailed and enduring logistics plan including traffic flow assessments up to base, through base entry points, and to the parking locations. An assessment of all viable parking locations is required, including an optimized plan to flow vehicles into parking locations, as well as to deliver spectators to the air show viewing areas. This plan must include all applicable resources (people, equipment, support) needed to execute the plan. Contractor shall also provide a separate solution to mitigate the transmission of COVID-19 through usage of social distancing techniques, limiting attendance, mask-wearing, etc. 1.3 Once the site survey is complete, the contractor shall provide one digital and one hard copy of the traffic control plan for government use. The contractor shall not make this plan proprietary by any means. The government will own the rights to the plan for future use. 1.4The contractor shall deliver the complete traffic plan within 60 calendar days after completion of the site survey. 2. LOGISTICS PLAN REQUIREMENTS 2.1. The contractor will be provided access to base personnel, in a meeting environment and one-on-one communications as necessary. The contractor shall meet with the DMAFB event committee, consisting of representatives from all agencies supporting the public event. The contractor will be provided access to additional DMAFB personnel as requested, and at the availability of the agency or individual DMAFB member. 2.2. The contractor shall submit a detailed logistics plan addressing traffic flow immediately outside DMAFB property, traffic flow into DMAFB, continued traffic flow to designated parking areas, and traffic flow from designated parking areas through DMAFB exit points. The contractor shall include recommended shuttle bus routes and times from parking areas which are not adjacent to the event area, and from identified parking areas outside of DMAFB property. The traffic flow plan shall identify number of vehicles flowing into parking areas per minute and per hour. The contractor shall identify possible “bottlenecks” based on the proposed plan and available roadways to flow traffic through DMAFB. 2.3. The contractor shall submit a detailed logistics plan addressing event parking. The plan shall identify number of vehicles each designated parking area is capable of parking, the arrangement of parking (i.e. parking rows and vehicle paths), handicap parking, entrance(s), and exit(s). The parking plan shall demonstrate the ability to handle the number of vehicles per minute and per hour the traffic flow plan will allow. The contractor shall also identify the mode of movement from the parking location to the event location (i.e. shuttle bus, golf carts, foot traffic) 2.4. The contractor shall provide a separate solution to mitigate the transmission of COVID-19 through usage of social distancing techniques, limiting attendance, mask-wearing, etc. 2.5. The contractor’s plan shall identify all equipment, materials, and personnel required to execute the submitted traffic flow and parking plan. The contractor shall identify required training, to include length of training required to execute the plan. The contractor’s plan shall recommend traffic start and end times. Traffic start time is defined as the time to begin traffic flow into DMAFB in order to accommodate the projected number of patrons. Traffic end time is the required time to flow event traffic from designated parking areas through DMAFB exit gates. 2.6. The contractor shall identify contingency plans for directing on-base traffic and off-base traffic simultaneously. 2.7. The contractor shall provide an estimated price to execute the proposed plan. The contractor’s plan shall identify optional traffic flow and parking actions/processes DMAFB can select not previously addressed in the Performance Work Statement. Optional actions/processes shall be listed de estimated pricing, separate from the proposed traffic flow and parking plan. 2.8. The contractor will be responsible for all travel expenses incurred while developing the logistics plan. This includes air fare, hotel, and car rental costs. 3. GENERAL INFORMATION 3.1. Traffic Laws. The contractor employees shall comply with all DMAFB traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless the phone is hands free phone. Seat belt use is mandatory for all vehicle occupants. 3.2. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges and debarment from the base. 3.3. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on DMAFB. 3.4. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor employees, resources, and classified or unclassified defense information. 3.5. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for disclosure of records to the public for marking, handling, transmitting, and safeguarding FOUO material. 3.6. Safety Requirements and Reports. The contractor shall perform work in a safe manner as required by Occupational Safety and Health Act (OSHA) Safety and Health Requirements. Th contractor shall provide a verbal report to the Contracting Officer as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The contractor shall also provide a completed copy of required Accident Investigation Reports to the Contracting Officer within five calendar days of each occurrence.
