Also added clarification for performance based methodology with Attachment 12. **Amendment 2 - Answered questions, updated PWS, CLIN structure, Pricing Schedule, instructions to offerors, and evaluation criteria. The proposal due date/time has also been extended. **Amendment 1 The purpose of the amendment is to: a. Extend the date questions are due from 11 Sep 20, 2pm Arizona time to 14 Sep 20, 4pm Arizona time b. Extend the proposal due date from 14 Sep 2020, 2pm Arizona time to 21 Sep 20, 2pm Arizona time c. Correct minor PWS references in CLINS 0033 and 0030 d. Attach amended SF 30 ***** COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Grounds Maintenance i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. Solicitation FA487720R0051 is issued as a Request for Proposals (RFP). iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-08 effective 13 August 2020. iv. This is a Service Disabled Veteran Owned Small Business set-aside with NAICS 561730, size standard $8,000,000. v. Davis-Monthan Air Force Base (AFB) intends to award a single firm-fixed priced Indefinite Delivery, Indefinite Quantity (IQIQ) contract. All specifics, including CLIN structure, are located in the attached solicitation document, Performance Work Statement (PWS), and associated attachments. All services provided shall adhere to the specifications described in the PWS and must meet all requirements. In accordance with FAR Clause 52.204-22, Alternative Line Item Proposal, this solicitation may not conform to the Offeror's practices. The Offeror is invited to propose alternate line items for which proposals are requested in this solicitation. The Offeror may submit one or more additional proposals. Regardless of the total number of proposals submitted, each proposal must be a separate package that contains a complete, accurate, and final proposal. No proposal may reference any document not contained within the proposal package. vi. Place of Performance will be in Davis-Monthan AFB, AZ. Ordering period will be 1 December 2020 – 30 November 2025. vii. The government will place an order with the offeror whose proposal is the lowest priced technically acceptable. The provision at 52.212-2, Evaluation-Commercial Items, does not apply. viii. The Government intends to evaluate proposals and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. ix. Important Dates/Times (All Times are Arizona Local Time).
