This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA487720QU019 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-07 effective 22 Jul 2020, Defense Procurement Notice 20200605, and Air Force Acquisition Circular 2019-1001. This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 333517 with a small business size standard of 500 employees. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001 – Hydro Form Press & Install (QTY:EA U/I:EA)(P/N:PHP?3070 or equal item) Minimum 1,100 ton forming capacity Minimum 30”x70” forming envelope Minimum 80 durometer urethane (or equal) forming box Minimum 7" daylight Minimum 6" flange forming Must use 460VAC, 60Hz, 3-Phase for 480V 3-Phase power Maximum size height dimensions of 134” Must be OSHA and AFOSH compliant Must be operable from both sides Must include install and operational check Must provide on-site user training CLIN 0002 – Start-Up and Operational Training Delivery shall be FOB Destination. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
