The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-20-Q-U013 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-07 effective 31 August 2020, Defense Procurement Notice 20200831, and Air Force Acquisition Circular 2019-1001 effective 1 October 2019. This is a Woman Owned Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 314110 with a small business size standard of 1500 Employees. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: “Product Description” CLIN 0001 – Flooring CLIN 0002 – Removal/Installation See Attached Brand Name Justification & Approval Document Delivery of Flooring shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. The optional site-visit shall be conducted on Tuesday, 22 September 2020 at 9:00 AM, Arizona Local Time. Interested parties whom would like to attend must notify the Points of Contact no later than (NLT) Monday, 21 September 2020 by 4:30 PM, Arizona Local Time. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitor’s Center outside of the Craycroft Road gate at no later than 8:30 AM in a non-commercial vehicle. Site Visit Procedures: In order to gain access to the installation, all site visit attendees must bring current driver’s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Additionally, in accordance with the Center for Disease Control guidance concerning the spread and control of COVID-19, conditions during the facilitation of the site visit may not allow for maintaining a distance of the recommended six (6) feet of social distance. Therefore, in order to attend the site visit, in addition to the required documents, all vendors must bring a cloth face covering as recommended by the U.S. Surgeon General. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied. Important Dates/Times (All Times are Arizona Local Time) Site visit will be 22 Sep 2020, 9:00 A.M. Questions are due by 22 Sep 2020, 3:00 PM. (NO questions will be considered after the questions due date.) Answers will be provided by 23 Sep 2020, 2:00 PM. All quotes shall be submitted by 24 Sep 2020, 2:00 PM. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ.
