The purpose of this amendment is to: A) Post the attachment titled "Questions and Answers - FA487720QA283 - Carpet Bldg 130" B) Post the updated Performance Work Statement dated 23 June 2020. This updated document includes the installation method "Quarter Turn" for the carpet tiles. The updated section is highlighted in yellow. Contracting POC: 2Lt Sadiah Robinson; 520-228-2214; sadiah.robinson@us.af.mil COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Carpet Tiles and Installation BLDG 130 i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877-20-Q-A283 is issued as a Request for Quotation (RFQ). iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-06 effective 6 May 2020, Defense Procurement Notice 20200324, and Air Force Acquisition Circular 2019-1001. iv. This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 314110 with a small business size standard of 1500 employees. v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following: a. CLIN 0001 Carpet tiles in accordance with the attached Performance Work Statement (PWS). b. CLIN 0002 Installation of carpet tiles in Building 130 in accordance with the attached PWS. c. Place of Performance is Davis-Monthan AFB Tucson, AZ d. Attachments: i. PWS Bldg 130 Carpet Project ii. 20QA283 – Carpet Bldg 130 – Clauses and Provisions iii. Wage Determination #2015-5473 Revision 9 Dated 23 December 2019 iv. AFICC Carpet Ordering Guide_March 2020 Excerpt v. Brand Name Justification & Approval Document vi. Delivery shall be FOB Destination. vii. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. viii. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. ix. The optional site-visit shall be conducted on Friday, 19 June 2020 at 10:00 am, Arizona Local Time. Interested parties who would like to attend must notify the Points of Contact via email no later than (NLT) Thursday, 18 June 2020 by 3:30 pm. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitor’s Center outside of the Craycroft Road gate no later than 0930 in a non-commercial vehicle. x. Site Visit Procedures: In order to gain access to the installation, all site visit attendees must bring current driver’s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Additionally, in accordance with the Center for Disease Control guidance concerning the spread and control of COVID-19, conditions during the facilitation of the site visit may not allow for maintaining a distance of the recommended six (6) feet of social distance. Therefore, in order to attend the site visit, in addition to the required documents, all vendors must bring a cloth face covering as recommended by the U.S. Surgeon General. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied. xi. A site survey will be conducted Friday, 19 June 2020, 10:00 am at Building 130. Please arrive at the visitor’s center at 09:30 am to receive a base pass and be escorted to the site. b. Questions are due by 22 June 2020, 2:00 pm. (NO questions will be considered after the questions due date) c. Answers will be provided by 23 June 2020, 2:00 pm. d. All quotes shall be submitted via email by 25 June 2020, 2:00 pm. xiii. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ.
