This is a combined synopsis/solicitation being posted under the authority of FAR Part 13. The applicable NAICS for this solicitation is 237110 - Water and Sewer Line Related Structures Construction with an applicable size standard of $36.5M. This requirement is a 100% Total Small Business Set-Aside. The contractor shall provide all equipment and labor to expose and repair the damaged sewer line running westward under Madera street in accordance with the statement of work. All work will occur on Davis-Monthan AFB (DMAFB), AZ. Please reference the statement of work for more specific information. A site visit will be held at the site on 6 August 2019 at 8:00 AM Arizona Local Time. To attend the site visit an EAL must be submitted to the contracting office. EAL requests must be submitted no later than 1 August 2019 at 11:00 AM (see attached EAL). Please submit the EAL to Jeremy Dedmon at jeremy.dedmon@us.af.mil and TSgt Shakira Ramos at shakira.ramos@us.af.mil. If you already have base access please email Jeremy Dedmon and TSgt Ramos with your intent to attend the site visit. All parties attending the site visit will meet at 355 CONS located at 3180 S Craycroft Rd, Davis-Monthan AFB, AZ 85707. From there all parties will drive to the site. In accordance with FAR 36.204 - Disclosure of the Magnitude of Construction Projects, the estimated price range of this contract is between $25,000 and $100,000. The Davis-Bacon Act applies to this requirement. The attached wage determination is applicable to all labor positions under this requirement. The evaluation criteria for this requirement will be based on price and technical acceptability. Please submit a means and methods not to exceed 2 pages for evaluation. The means and methods should provide a brief description on how the company intends to complete the work outlined in the statement of work. The government will evaluate the means and methods to ensure it meets generally accepted techniques within the construction field. If found acceptable no other proposals will be evaluated. If found unacceptable the government will review the next lowest proposal and so on until an acceptable proposal is found. All proposals are due to the government on 13 August 2019 at 9:00 AM MST. Documents required to be submitted to the government are the attached SF 1442 (FA487719RA015) with page 2 completed, the attached AF Form 3052 completely filled out, and the means and methods narrative. Please note that the categories on the AF Form 3052 are not to be edited.
