The applicable North American Industry Classification System (NAICS) code is 237110 with a small business size standard of $36,000,000.00. This project includes the inspection, chemical treatment, and potential repair of two well and their associated components at Davis-Monthan AFB. A full outline of the work to be performed is included in two separate draft statements of work (SOW), both SOWs are attached to the bottom of this solicitation document. The contract will consist separate line items for the chemical treatment and repair portions of the project, the government reserves the right not to exercise the line items for the chemical treatment should it not be necessary as determined by the contracting officer. All work shall comply with the current Base Design Compatibility Guidelines (DCG), and bring all identified facility systems up to current codes, and supervision necessary to complete the aforementioned project at Davis-Monthan AFB, AZ. IAW FAR 36.204; the project magnitude is between $500,000.00 and $1,000,000.00. Award will be made in accordance with Sections L and M of the solicitation. The successful contractor will be selected using Lowest Price Technically Acceptable (LPTA) procedures; resulting in the best value to the Government. Evaluation factors will be set forth in Sections L and M of the solicitation and will include evaluation of the following areas: Price, Technical Acceptability, Past Performance, and a means/methods narrative. The performance period for this project is 45 Days per well (90 day total completion for the project) but can be negotiated as stated in the statement of work. Interested small business firms will be required to show evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov. All responsible sources may submit a proposal that shall be considered by this Agency. A contractor EAL (attached as a package to this solicitation) listing will need to be submitted to the contract administrator no later than 3 business days prior to the site visit in order to gain access to Davis-Monthan AFB, no further EALs will be accepted after the deadline.
