This is a combined synopsis/solicitation being posted under the authority of FAR Part 13. The applicable NAICS for this solicitation is 238910 - Site Preparation Contractors with an applicable size standard of $15.0M. This requirement is a 100% Total Small Business Set-Aside. The contractor shall provide all equipment and labor to prepare the site and install two foundation pads for a tension fabric structure. Installation to take place at 309th Aerospace Maintenance And Regeneration Group, (AMARG) on Davis-Monthan AFB (DMAFB), AZ. Please reference the statement of work for more specific information. A site visit will be held at AMARG on 07 February 2019 at 9:00 AM. EAL requests must be submitted no later than 4 February 2019 at 11:00 AM (see attached EAL). Please submit the EAL to Jeremy Dedmon at jeremy.dedmon@us.af.mil. If you already have base access please email Jeremy Dedmon with your intent to attend the site visit. All parties attending the site visit will meet at the AMARG access gate located at the end of S. Wilmont Rd. There is a small parking area just inside the gate area, please park and wait for further instruction. All questions must be asked no later than 12 February 2019 at 10:00 AM MST. In accordance with FAR 36.204 - Disclosure of the Magnitude of Construction Projects, the estimated price range of this contract is between $100,000 and $250,000. The Davis-Bacon Act applies to this requirement. The attached wage determination is applicable to all labor positions under this requirement. The evaluation criteria for this requirement will be price and past performance with price being the most important factor. Government databases such as the Government-wide Past Performance Information Retrieval System will be used to evaluate past performance. If known negative past performance exists please submit an explanation of the past performance with you proposal. All proposals are due to the government on 25 February 2019 at 9:00 AM MST. Documents required to be returned to the government are the attached SF 1442 (FA487719RA004) with page 2 completed, the attached AF Form 3052 completely filled out, and the attached schedule of items. Please note that the categories on the AF Form 3052 are not to be edited.
