This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-01 effective 20 Dec 2018, Defense Procurement Notice 20180928, and Air Force Acquisition Circular 2018-0525 effective 25 May 2018. This procurement is being issued as a small business set-aside. The North American Industry Classification System Code is 561621 with a size standard of $20.5 Million. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. *Please see attached SF 1449 Solicitation and provisions and clauses referenced for all applicable information. The government will be hosting a site-visit to inspect the system and its components to be replaced within this requirment. This is a pre-solicitation notice for synopsis of "Rotary wing airlift services" for Davis-Monthan AFB (DMAFB), Arizona. This is a commercial service; therefore, FAR Part 12, Acquisition of Commercial Items, shall apply to this acquisition. The contractor shall provide on-site support to the 68 RQS para-rescue division. The contrator shall coordinate for the use of rotary wing aircrafts to support para-rescue training opperations. This product shall be provided in accordance with the Performance Work Statement (PWS). A Firm Fixed Price contract will result from this solicitation. This will be a Best Value acquisition, using Price and Technical Acceptability for evaluation procedures. This acquisition will be a 100% Set-Aside for small business. The North American Industry Classification System Code is 481211; and, the small business size standard is 1,500 Employees. The RFP Number is FA487718QA008 and shall be issued on or about 15 January 2019, posted electronically on the Federal Business Opportunity website (http://www.FBO.gov). No paper copies will be issued; no telephone request will be honored and no bidder's mailing list will be maintained.
