COMBINED SYNOPSIS/SOLICIATION ‘COMBO’: Fuel Pump Dispenser Replacement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-20-Q-0005 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-02 effective 23 December 2019, Defense Procurement Notice 20190531, and Air Force Acquisition Circular 2019-1001. This is a full and open requirement. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001-Fuel dispenser penetration boot replacement in accordance with the attached Performance Work Statement (PWS). Place of performance-Davis Monthan AFB, Tucson, AZ Contract period of performance shall be 25 days. Delivery shall be FOB Destination. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. Important Dates/Times (All Times are Arizona Local Time) A site survey will be conducted 15 January 2020, 10:00am. Please email the primary and alternate POCs by 14 January 2020, 10am to express your interest in joining the site survey. Questions are due by 17 January 2020, 10:00 am. Answers will be provided by 24 January 2020, 10:00 am. All quotes shall be submitted by 31 January 2020, 10:00 am. It is the responsibility of the vendor to ensure their quote was submitted via email on time & review the post for any changes or amendments to this RFQ.
