COMBINED SYNOPSIS/SOLICIATION ‘COMBO': Low Torque System i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877-19-Q-0433 is issued as a Request for Quotation (RFQ). iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-05 effective 13 August 2019, Defense Procurement Notice 20190628, and Air Force Acquisition Circular 2018-0525 iv. This is a Brand Name, Full and Open requirement. v. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following Snap-On Products: vi. CLIN 0001-Low Torque System. One (1) Bd 1. Snap On P/N, 2500-400-02, LOW TORQUE TRANSDUCER, QTY 1 2. Snap On P/N, 600TL-2, MECH LOADER 600 FT LB CAP, QTY 1 3. Snap On P/N, 2000-610-02, MULTITEST DIGITAL INDCTR KIT, QTY 1 vii. Delivery shall be FOB Destination. viii. The government will place an order with the offeror whose quote is the lowest priced brand name product. ix. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. x. Important Dates/Times (All Times are Arizona Local Time) a. Questions are due by 5 September 2019, 10:00 am. b. Answers will be provided by 6 September 2019, 12:00 pm. c. All quotes shall be submitted by 9 September 2019, 2:00 pm. xi.
