This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Blanket Purchase Agreement (BPA) from this solicitation. Please reference Attachment 1 - SF1449 for additional details regarding the BPA. 1. The solicitation number is FA486124Q0011. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, effective 22 May 2024. 3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 541620, Small Business Size Standard $19.0M. 4. The contractor shall furnish all personnel, equipment, services, materials, parts, and labor necessary to conduct a physical assessment of each suspect location as identified. The contractor shall determine the presence or absence of asbestos or LBP materials by use of bulk sampling and laboratory analysis. The contractor shall submit a written request to perform sampling utilizing radiation (e.g. XRF Analyzer gun) to 99AMDS/SGPD for approval by the Radiation Safety Officer. The Laboratory analysis must be accomplished by a laboratory accredited by the National Institute of Standards and Technology, under the National Voluntary Laboratory Accreditation Program. Sampling shall be accomplished using 40 CFR, Environmental Protection Agency (EPA), 29 CFR, Occupational, Safety, and Health Administration (OSHA), and Nevada Administrative Code (NAC) guidance and requirements. Lead analysis shall employ the National Institute of Safety and Health (NIOSH) 7082M standard. Sampling personnel shall be accredited as a State of Nevada (ref NAC 618) and EPA (40 CFR) consultant for asbestos and LBP. All sampling data shall be provided in a final report. Offeror’s shall provide a completed Price List (“Attachment 3 – Price List Asbestos Testing”). 6.
