Requests for solicitation will receive no response. This Sources Sought notice is published for market research purposes only. This market survey is conducted to identify potential sources capable of providing local exchange access services, analog and digital access transport services, and intra-Local Access Transport Area (LATA) interconnect functions. The Contractor shall have facilities based either locally or by region and shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. This includes the contractor’s ability to install Primary Rate Interface (PRI)s and the capability to port all currently existing Dial-In-Direct (DID)s and Commercial Subscriber Lines (CSLs) where applicable. These services shall include any special items, equipment, wiring or infrastructure to ensure the Contractor’s proposed solution is compatible with the government’s current infrastructure. The contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point. Access to the local exchange shall include: operator assistance, emergency 911/E911 services/functions, and circuits/trunks to base Demarcation Point (DMARC) and 911/E911 database maintenance where applicable. These services shall not include residential/business services for non-Government entities or Government Contractors. Long distance services for Nellis Air Force Base (AFB), Nevada (NV), are currently being provided under the Networx contract or any subsequent follow-on contract established by Defense Information Systems Agency (DISA) for long distance services and charges and are not authorized on this LTS. The contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DOD), Air Force (AF) and industry standards for this requirement. The attached draft Statement of Work does not define the final requirement. DETAILS: All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. The National American Industry Classification System (NAICS) code for this action is 517311 Wired Telecommunications Carriers. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM. All interested parties shall submit a capabilities package. Interested contractors shall submit up to a maximum 10 page capabilities document. The capabilities package shall be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. CONCLUSION: The Government will not award a contract solely on the basis of this sources sought nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This sources sought does not constitute a Request for Quote, nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. If the Government decides to award a contract for this effort, a solicitation will be issued at a later date.
