1. The scope of work includes demolition and removal disposal of the following: existing vinyl composite tile (VCT), select ceiling grid and ceiling tile, magnetic closing mechanism for fire doors and select sprinklers within the vault of Building 190. Existing pre-fabricated walls will be reconfigured and 2 new pre-fabricated walls will be constructed to facilitate a new layout that will accommodate a larger mission briefing room area. New fluorescent light fixture, ceiling tile and grid shall be installed within the new extended briefing room and relocation of one (1) fire sprinkler head and one (1) rotating blue light to accommodate reconfigured briefing room space. New fire sprinkler heads shall be installed in the vault to ensure proper head clearance from hard ceiling. A new magnetic closing system for fire doors and two (2) smoke detectors on either side of the fire doors shall be installed to ensure compliance with NFPA 101 requirements. New VCT and rubber cove base shall be installed in select areas throughout the building as shown on the attached drawings. The Period of Performance (POP) duration is not to exceed 150 calendar days after Notice to Proceed (NTP). 2. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 3. IAW FAR 36.204 the magnitude of this construction project is anticipated to be between $500,000 and $1,000,000. 4. A Site visit will be held on 15 December 2021 at 9:00AM MST. If interested in participating, please contact Donald Mills at donald.mills.11@us.af.mil no later than 12 December 2021 at 12:00 PM MST. Offerors will meet at the Cannon AFB Visitor Control Center NLT 8:30 AM MST. 5. Any request for information after the site visit must be received no later than 3 January 2022 by 12:00 PM MST. 6. The total price of each bid line item is to include 6.125% NMGRT as part of the total line item cost. 7. New Mexico Wage Determination NM20210016, 26 Feb 2021 applies. 8. Notice to Offerors: One hardcopy offer and one electronic offer copy on CD only of your sealed bid MUST BE MAILED TO: 27 SOCONS/PKB Attn: Donald H. Mills 110 E. Alison Ave, Bldg. 600, Suite 1080, Cannon AFB NM, 88103. Bids will not be accepted on a USB drive, facsimile or email. A hard copy of the Bid Bond of 20% with a raised seal, must be included with the Sealed Bid at the time/date of opening indicated in Block 13a. Failure to provide a bid bond will result in an unresponsive offer. 9. Special Notice: a. IAW DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. Contractors are required to implement NIST SP 800-171. At time of award, the awardee must be registered in the Supplier Performance Risk System (SPRS) at the time of award and have at least a Basic NIST SP 800-171 DoD Assessment that is not more than 3 years old. b. IAW DFARS 252.223-7999, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, as mandated by Executive Order 14042, contractors must comply to be eligible for award.
