This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The 27th Special Operations Contracting Squadron (27 SOCONS) hereby announces its intent to issue a solicitation entitled, "FA485521B0023, Renovate Building 4619 for the 16th/17th SOS at Cannon Air Force Base (CAFB), New Mexico (NM)" as described within this announcement. This project utilizes Sealed Bidding procedures prescribed at FAR Subpart 14.2. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB), which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Project Description: This construction project is to renovate Building 4619 for the 16th/17th SOS at CAFB, NM in accordance with (IAW) the Statement of Work (SOW), Specifications and Drawings. The scope of work includes demolition and disposal of the following: Reconfiguration and reconstruction of walls facilitating a new design layout that will accommodate additional office space. These walls will then be refinished and painted. New carpeting, base modeling, ceiling grid, and tile will be installed in rooms detailed in the SOW. New electrical circuits will be installed to ensure facilitation of reconfigured office layout. The Period of Performance (PoP) is 90 calendar days. Project magnitude is between $250,000 and $500,000. This is a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. All responsible offerors who are certified SDVOSB concerns IAW FAR 19.1403 are encouraged to participate in the Invitation for Bid. Submission of bids: To be considered for award, a bid must comply in all material respects with the invitation for bids, including but not limited to, SOW, Specifications, and Drawings. The offeror shall furnish a bid guarantee with at least 20% of the bid price but shall not exceed $3 million, whichever is less, pursuant to FAR 52.228-1. Such compliance enables bidders to stand on an equal footing and maintain the integrity of the sealed bidding system. Bids shall be filled out, executed, and submitted in accordance with the instructions in the invitation. Bidders must submit bids to be opened at the time and place stated in the solicitation for the public opening of bids. The use of electronic commerce is authorized for submission of bids. Evaluation of bids: Bids shall be evaluated without discussions and will be evaluated based on price and price-related factors only. Contract award: Award will be based on the lowest price bid that is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price-related factors included in the invitation. A firm-fixed price contract will be awarded to the qualified and responsible SDVOSB concern who submitted a responsive and lowest priced offer. Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov. Offerors who cannot meet the bonding capabilities, but are otherwise interested in proposing on this requirement, are encouraged to seek financial assistance via the SBA Surety Bond Guarantee Program. For Federal Contracts, the SBA guarantees bid, payment, performance, and ancillary bonds issued by surety companies-if a guarantee would be in the best interest of the Government. This program supports contracts up to $10 million. SBA reimburses surety companies in case of default 90 percent of less sustained for veteran and service-disabled veteran, minority, 8(a), and HUBZone-certified small businesses; all projects up to $100,000, and 80 percent for all other small businesses.
