AMENDMENT 0001: 21 May 2020 BASIS FOR AWARD: Award will be made to the Lowest Priced Technically Acceptable (LPTA) quote that meets or exceeds the specifications identified below. The closing date and time for this solicitation remains May 21 2020 at 5:00 PM MDT. The 27th Special Operations Contracting Squadron (27 SOCONS), Cannon AFB, New Mexico intends to award a single source contract to National Restroom Trailers LLC for the purchase of an 8-person shower trailer. The trailer is required to have eight (8) shower-heads, in any configuration for members quarantining on base due to the COVID-19 Crisis. The trailer must also meet the following specifications: Electric or Natural Gas Powered (Either 220 Volts/40 Amps, or 120 Volts/20 Amps), Ultra low flow (less than 1.5 GPM) shower heads, Minimum 35 PSI Water Connection, High efficiency/high recovery water heater (electric or natural gas), Minimum 105 Gallon Water Storage Tank, On board 800-1200 Grey Water Storage Tank, Tie-Downs/Trailer Anchors, Trailer Skirting and Stairs. This is an urgent commodities requirement to combat the COVID-19 Pandemic. The COVID-19 Pandemic has been declared a National Emergency by the President of the United States (POTUS) as of March 13, 2020. The Contractor shall provide an 8-person shower trailer meeting the specifications aforementioned, as well as shipping to Cannon Air Force Base and help installing the trailer at the Cannon Air Force Base Permanent Exercise Facility. This shower trailer is required to be delivered by June 1st, 2020. The NAICS code for this requirement is 336214 Travel Trailer and Camper Manufacturing. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition is authorized by FAR 13.106-1(b)(1). In accordance with FAR 13.106(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Because this is an urgent requirement, market research indicated that only a single source was reasonably available to deliver the trailers by the required delivery date of June 1, 2020. A request for quote will be provided to the intended sole source vendor on May 21, 2020 and the Government intends to make an award on the same day. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit their capability statement and any supporting information that describes their ability to provide the commodity listed above by the required delivered date of June 1, 2020. As authorized by FAR 5.203(a)(1) the deadline for submittal is May 21 2020 at 5:00 PM MDT. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.
