The solicitation number for this combined synopsis-solicitation is FA483025Q0058 and it is issued as a Request for Quotation (RFQ). The above-mentioned number shall be used to reference any written quote provided under this RFQ. This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03, Defense Federal Acquisition Regulation System (DFARS) Change 01/17/2025 and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) Change 10/16/2024. This Blanket Purchase Agreement (BPA) will be set aside 100% for Small Business in accordance with FAR 19.502-2(a). The North American Industry Classification System (NAICS) code for this requirement is 561730 with a size standard of $9.5 million. The purpose of this solicitation is to award a BPA for Landing Zone/Drop Zone Maintenance Services in accordance with the attached Statement of Work (SOW). FOB Point: Destination (Moody AFB, GA.) Ordering Period: 19 June 2025 – 18 June 2030 Evaluation factors for this requirement are price and technical. Quotes shall be submitted as follows in accordance with FAR 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services (Addendum) on page 6 of the solicitation: 1. Price: Quoted prices shall be submitted using the excel price list sheet, Attachment 2. Quoters shall insert unit prices rounded to the nearest cent (for example $0.02not $0.0231). Evaluation of price will consider the total price submitted for work to be performed. Quoters shall also submit page 1 of the SF 1449 solicitation signed and dated by an authorized company representative. 2. Technical: The quoter must submit technical documentation that clearly demonstrates a complete and realistic plan to meet objectives stated in the Statement of Work. The technical submission shall cover sections 1.6 and 3.0 of the Statement of Work, and the quoter shall also provide proof of insurance as referenced in section 2.1 of the Statement of Work. The technical documentation submitted for this Request for Quote shall be no more than twenty (20) pages.
