This is not a Request for Proposal (RFP). Vendors shall NOT submit proposals in response to this synopsis. The purpose of this contract is to provide Base Operation Support (BOS) services for the 325th Civil Engineer Squadron. The contractor shall provide all management, labor, tools, vehicles, equipment and training required to fulfill all life-cycle operations and maintenance of facilities, non-privatized infrastructure, real property (RP), real property installed equipment (RPIE) at Tyndall AFB, geographically separated properties and Temporary facilities. The contractor shall perform all responsibilities in the functional areas of Operations Management, Requirements and Optimization, Materiel Control, Facility Systems, Heavy Repair and Infrastructure Systems in accordance with the Performance Work Statement (PWS). The 325th Contracting Squadron intends to issue a formal solicitation on or about 1 August 2022 via SAM.gov (https://sam.gov/) under the solicitation number FA481922R0014. The solicitation will result in a firm-fixed priced contract with a one (1) year base period and four (4) twelve month option periods. The solicitation will be for a commercial services and prepared in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15. This requirement is being solicited as a competitive 8(a) set-aside. The North American Industry Classification System (NAICS) code 561210, Facilities Support Services, will apply to this acquisition. The SBA Size Standard for this NAICS code is $41.5M. The contract award will be made on the basis of subjective tradeoff procedures IAW DoD Source Selection Procedures, dated 1 April 2016, where technically acceptable offerors' past performance history will be evaluated on a basis significantly more important than cost or price. All instructions for submitting proposals will be provided in the solicitation. The government intends to hold a site visit at Tyndall AFB, FL prior to the solicitation response deadline. The exact date, time, and meeting location will be identified in the solicitation. The solicitation will only be made available via the Governmentwide Point of Entry (GPE) via https://sam.gov. No paper copies will be issued. Interested parties are responsible for monitoring sam.gov for the release of the solicitation package.
