Due to these findings a substantial change will be made to the requirement. This change is in the best interest of the market and the Government. The intent is to resubmit this requirement back to the market in a timely manner. The following changes have been made to the solicitation with Amendment 01: A. CLINs 0009, 1009, 2009, 3009, 4009 have been changed from Emergency Services to Out of Cycle Mobilization Service Calls. PWS reference on these CLINS is changed from Section 1.8 to 1.7. B. Update ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS paragraph 6, submission of quotes. Date for submission is changed from 30 September 2022 to 6 October 2022 at 2:00PM Central Standard Time. The following changes have been made to the Performance Work Statement dated 21 September 2022: A. Section 4.9a, updated to provide ease of access for antiterrorism training. B. The contractor shall provide all management, tools, equipment, and labor necessary to skim, empty and/or clean oil water separators (OWS), sediment/sand traps, grease traps, scum from final lift station and water from underground fuel storage containments located at Tyndall AFB, Florida. Work shall comply with government and commercial standards. OWS, sediment/sand traps and grease traps will be 100% surveilled by the COR to ensure proper servicing. See Appendix A-1 thru A-6 for location, size, and frequency of cleanings. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices.

This is the official solicitation synopsis for Oil Water Separator Services at Tyndall AFB, FL. The contractor shall provide all management, tools, equipment and labor necessary to skim, empty and/or clean oil water separators (OWS), sediment/sand traps, grease traps, scum from final lift station and water from underground fuel storage containment's located at Tyndall AFB, Florida as identified in the Performance Work Statement (PWS). Work shall comply with government and commercial standards. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions and commercial practices. The 325th Contracting Squadron intends to issue a formal solicitation on or about 1 Sept 2022 via SAM.gov (https://sam.gov/) under the solicitation number FA481922Q0028. The solicitation will result in a firm-fixed priced contract with a one (1) year base period and four (4) twelve month option periods. This requirement is being solicited as a Total Small Business set aside. The North American Industry Classification System (NAICS) code 562211, Hazardous Waste Treatment and Disposal, applies to this acquisition. The size standard is $41.5 million. The contract award will be made on the basis of best value under FAR part 13. All instructions for submitting quotes will be provided in the solicitation. The entire solicitation will be made available only on SAM.gov. Paper copies will not be available.
