The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award. The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1)Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemedtechnically acceptable, the following evaluation criteria must be met in the SON. (2)Price: Award will be made to the lowest priced technically acceptable vendor. BASIS FOR AWARD: First, the government will rank all responsive offers by price. Then the Government will evaluate lowest priced Offer for technical acceptability. The Government shall evaluate the offor on an acceptable/unacceptable basis IAW Table A-1 (as provided below). Should the lowest priced Offeror be rated “Technically Unacceptable”, evaluation of the next lowest priced Offeror will continue, until technical acceptability can be determined, at that point evaluations will cease without consideration of any other offers. Unacceptable Quote does not meet the requirements of the solicitation. Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. The government however, reserves the right to conduct discussions if deemed in its best interest. Include descriptive literature such as illustrations and drawings. Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
