TITLE: FA480920Q0107 Sole Source Acquisition for Monaco D21 upgrade The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Monaco Enterprises. This requirement is for the purchase of new Monaco D-21 Emergency Management (hardware, software, and training) for Fire Station #1 and #2, Command Post, and Alarm Shop. APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Monaco Enterprises Statutory authority permitting other than full and open competition: The system currently on place is proprietary in nature. Use of a system other than Monaco would not be feasible as it would not provide the software upgrades needed for system security. Replacement of the entire existing fire alarm receiving system and components utilized throughout Seymour Johnson AFB would cost $3.5M, making it unfeasible to consider a system other than Monaco to provide this feature. The cost of upgrading a similar system with an Information Assurance hardening system would require a complete new system at a cost of $3.5M. These costs are not expected to be recovered through the use of full and open competition. Only one responsible source and no other supplies will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 17 Aug 20 at 2:00 P.M EST.
