PRE-SOLICITATION NOTICE: This is not a request for proposal or invitation for bid. The 20th Contracting Squadron, Shaw Air Force Base, South Carolina announces the anticipated release of Solicitation Number FA480324R0005 as a Request for Proposal (RFP). The work to be performed includes:replacing the existing control system, furnishing and installing a new NON-PROPRIETARY microprocessor controller, furnishing and installing a new over speed governor and governor rope, furnishing and installing a new car and counterweight roller guides (ELSCO type or equivalent), and furnishing and installing a new Car Operating Panel inside the elevator cab, total one (1) per car, including all current code requirements and Emergency Telephone. All work shall meet current code requirements: ANSI A17.1, Shaw Design standard and UFC 3-490-06 C1 Rev2 . The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform building 1990 elevator modernization on Shaw AFB as defined in the Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards identified in Statement of Work. All applicable provision and clauses will be included in the actual solicitation. This electronic announcement constitutes the pre-solicitation notice. This solicitation is 100% set aside for small business IAW DFARS 219.502-2 dated 22 December 2023. Contract award will be based on Contracting by Negotiation-FAR Part 15. In accordance with FAR Part 15.101-1, award process will be conducted on a lowest price technically acceptable (LPTA) basis. The critea for determining technical acceptability will include previous experience with elevator modernization for an elevator with 5 or more stops within the past three years, and a short (1-2 page) explanation of your approach to this project. The North American Industry Classification System (NAICS) code is 238290 and the small business size standard is $22M. The Disclosure of Magnitude for this project is between $250,000 and $500,000 IAW FAR 36.204(d). All firms or individuals responding must be registered with the System for Award Management (SAM).
