Pre-Solicitation Notice Title: Base Paving Requirements Contract Classification Code: Z2BD NAICS Code: 237310Size Standard: $45.0MMagnitude of Effort: Between $5,000,000.00 and $10,000,000.00General Information: This is not a request for proposal or Invitation for Bid (IFB). The 20th Contracting Squadron, Shaw Air Force Base South Carolina, announces the anticipated release of Solicitation Number FA480324B0007 being issued as an IFB. All applicable provision and clauses will be included in the actual solicitation. This electronic announcement constitutes the pre-solicitation notice. Contract award will be based on Sealed Bid ? FAR Part 14. In accordance with FAR Part 14.408(a)(3); award will be made to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation. Brief Description of Work: The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this industry if they are engaged in activities primarily related to highway, street, and bridge construction (e.g., installing guardrails on highways). The solicitation is for a firm-fixed price Requirements Contract to provide a streamlined means to complete a broad range of projects. During the contract period, individual task orders (TO) will be issued to the Contractor for specified projects. Performance period for each project will be specified in each individual TO. General requirements for this contract will consists of furnishing all plant, labor, equipment, material and performing all operations necessary to accomplish broad range of paving projects to include Airfield and Roadway Pavements. Work will also include removal of pavement, base, and repair of both base and surface course in some designated areas, patching areas, milling existing pavements, repairing, and replacing curb and gutter, adjusting utilities in pavement areas, installation of drainage structures and pipes, resurfacing pavements and sealing pavements. All elements of work shall include traffic control both Horizontal and Vertical. Airfield Pavement may entail removal/replacement of existing airfield marking paint and removal of rubber deposits. Place of Performance: Shaw Air Force Base, Poinsett Weapons Range, and Wateree Recreation Facility, located in South Carolina. Invitation For Bid (IFB): The actual Solicitation will be available on or about: 15 April 2024.Estimated Tentative Date for Opening Bid(s): On or about: 16 May 2024. Performance Period: A one-year base period with a potential to award an additional three (3) one-year option periods, with a dash eight extension. The Government reserves the right not to exercise the option year periods if mission needs change. Small Business Set-aside: This acquisition is being offered as a 100% set-aside to: Historically Underutilized Business Zones (HUBZone) firms; all others will be deemed nonresponsive.
